Twitch will always act in its own best interests, and they will only do what is necessary to protect them from liability. If you end up on the bad side of an infringement suit, Twitch will generally suggest it is your responsibility to ensure the content is properly licensed, etc. Overly relying on their policies may not be in your best interests.
